Either they would allow the ruling right-wing populist Law and Justice (PiS) party to extend its eight-year hold on power for another four-year term, or they would opt for the return of a liberal democracy.Late poll figures univocally indicate that opposition parties stand a realistic chance to form Poland's next government.The PiS conservatives currently in power took 36% of the vote, but that doesn't translate into a seat majority in parliament, which would allow it to form a Cabinet. Latest polls show they would have 196 deputies in the 460-seat legislature as opposed to 249 seats won by the broad Civic Coalition of opposition parties led by Donald Tusk, former president of the European Council.Sunday's vote was a confrontation of two radically different visions of Poland's future.Conditioned by PiS propaganda that has continually been exploiting fears, PiS supporters claim only that party can secure Poland's sovereignty and protect its interests. The threat of illegal migrants is perhaps the most unifying emotion binding the PiS electorate.Supporters see PiS as their only protector from the alleged dominance of European Union bureaucrats in Brussels and their meddling in Polish affairs.PiS voters turn a blind eye to the fact that the country began to drift toward authoritarian rule, authorities neglect the EU's legal norms and the country continues on a collision course with the Union. Some €36 billion of EU COVID pandemic recovery funds have been frozen in a row over PiS judicial reforms. Many observers believe another PiS term would result in Poland leaving the European Union.Germany, Poland's by far most important trade partner and neighbor, is presented as another source of fear and the country is made out to be an ally of Russia, Poland's greatest foe throughout centuries. But if it's not the threat of German capital buying out Polish industry, then it's the threat of moral decay.In order to appeal to radical voters who accuse the government of extending excessive welfare to Ukrainian refugees, authorities cynically strained relations with Kyiv.PiS voters declare the fear that if the party loses, the next government would take away the generous social benefits PiS guaranteed, such as 14 pensions, child care payments and early retirement.Those who Sunday voted for parties forming the anti-PiS coalition declare they voted for a Poland securely rooted in the European Union.In radio and TV street interviews, they say they want to see Poland mend its strained relations with neighbors, particularly Germany and Ukraine.They do not want to see the Catholic Church influencing state affairs.Sixty-four percent of those polled declare they're in favor of same-sex marriages, and 70% want the new government to liberalize the current strict anti-abortion law.It is uncertain whether Poland's new government will be prepared to meet the more liberal postulates voters expect. The potential ruling coalition's unifying factor is its pro-democratic, pro-EU, anti-PiS stance. Other than that, they often differ in their proposed policies and outlook. They're a broad coalition composed of parties spanning from the far left to liberal conservative.The Civic Coalition's clear victory makes it the only faction in parliament able to constitute Poland's new government. But first, Polish President Andrzej Duda, a PiS nominee, will need to designate a prime minister. Most likely, against the odds, he will name a PiS candidate. That candidate will have little realistic chance of being approved by parliament, and Poland may be faced with many weeks of squabbling and chaos. C |     蒸汽弹射的执念,到底从何而来?    事情的直接导火索,是 8月13日特朗普签署的一份名叫《重建美国海军和美国造船工业基础》的国家安全备忘录。

D |         文件写得又长又绕,但里头藏着一条足以让海军炸锅的内容: 从“福特”级航母的四号舰“多里斯·米勒”号开始,废掉已经装好的电磁弹射系统,换回几十年前的蒸汽弹射,而且连舰岛也要从后置改回中置,还给五角大楼和美国海军限了六十天时间,必须交出一份改造方案。

E |     这事听着就透着一股别扭。

F | 花了十几年、砸了大把银子搞出来的新技术,如今却要往回退。        《国会山报》的作者在文章里说得很清楚,电磁弹射的技术路线本身没毛病,“福特”号表现不佳,那是美方自己的工程实现出了岔子,跟理论无关。    可特朗普对蒸汽弹射的执念,可以追溯到他的第一个任期。他多年来反复用“不好、太复杂、太贵”之类的言辞贬低电磁弹射技术。

G | 如今他终于推动了自己的计划。        目前尚不清楚他这种论断究竟从何而来,但《国会山报》的作者忍不住讽刺说,有可能特朗普的分析依据是电影《壮志凌云》的开场画面。这显然不是基于任何专业知识。    参议员马克·凯利的话说得更直接:“我曾在航母前甲板弹射起飞数百次,拥有航空工程硕士学位,还是一名试飞员,即便如此,我也不会去建议海军如何设计舰船上的具体系统。”        而特朗普呢?作者的原话是——特朗普似乎认为磁铁一旦沾水就会失效。

H |     在我看来,这件事最荒唐的地方不在于技术路线之争本身,而在于一个国家的最高决策者,居然可以仅凭个人好恶,就推翻成千上万名工程师耗费数十年心血得出的技术方案。

I |     电磁弹射代表的是未来,蒸汽弹射代表的是过去,这是一个不需要争论的基本事实。        特朗普这道命令一下,意味着前期投入的研发、材料和人工成本全部打了水漂,反而为了“开倒车”要多花数十亿美元。    本就嫌军费不够的五角大楼,又因为总统的个人喜好白扔大把的钱。我的看法是,这不是什么战略决策,这就是纯粹的任性。    如果说蒸汽弹射的事还算是在军事技术范畴内折腾,那特朗普关于霍尔木兹海峡的言论就更加离谱了。        8月18日,特朗普在社交媒体上发布图片,称霍尔木兹海峡为“美国新领土”。    几天后他又重申:“我们甚至不知道自己是否真的想达成协议,因为在我看来,霍尔木兹海峡现在是美国的领土,它就是美国的领土。”    《国会山报》的作者毫不客气地指出,这番言论实在离奇。一国要拥有领土,必须长期实际占领并控制该地,但你不能占领一片水域,更不能永久占领。

J |         更根本的问题是,你不能仅靠宣布胜利来赢得一场冲突。

K | 特朗普在发动对伊战争时并未深思其后果,如今已将自己逼入困境。    他现在“宣称”拥有霍尔木兹海峡,而非认真应对美国面临的严峻问题,这令人深感忧虑。    我的判断是,特朗普这招“地图开疆”本质上是一种政治表演,用夸张的对外言论来掩盖自己在伊朗问题上的战略失败。        霍尔木兹海峡是全球最重要的石油运输通道之一,伊朗就在海峡边上,美国第五舰队迟早要离开,而伊朗永远不会走。    靠发一条社交媒体帖子就想“划走”一条国际水道,这不是什么高明的外交手腕,这是对国际法和基本地理常识的无视。

L |     伊朗方面的回应也毫不客气,称特朗普的妄想“要么自行纠正,要么将由伊朗来纠正”。        航母设计:好看比好用更重要?    特朗普对航母的“关心”远不止于弹射器。他还要求重新设计新型航空母舰,理由只有一个——让它们看起来更“好看”。

M |     新型“福特”级航母的舰岛设在舰艉,而非二战时期那样位于舰体中部,这是美军经过几十年实践后才取得的成果,目的是实现航母舰岛的小型化和隐身化,同时大幅提升舰载机起降效率。        但特朗普认为新设计“不好看”,于是下令移动舰岛,使新航母看起来更像80年前的模样。    据美国《华盛顿邮报》报道,应特朗普要求,美国海军再次考虑对“福特”级航母作出重大设计调整,将舰岛向舰体中部移动,此举预计将耗费数十亿美元并延长交付周期。    特朗普甚至明确表示,希望新航母的设计更接近二战时期的航母。        我的看法是,这已经不是在治国理政了,这是在玩模型。把一艘造价上百亿的核动力航母当成乐高积木来摆弄,仅仅因为“不好看”就要推倒重来——这不是一个三军总司令该有的思维模式。    现代航母的每一项设计都是经过无数次实战检验和技术迭代才沉淀下来的,舰岛后移是为了提高舰载机起降效率和安全性的科学决策。        特朗普想把它改回二战模样,等于让美国海军的技术水平倒退八十年。

N | 作者在文章里说得很明白:尽管这一切如此离奇,却毫无可笑之处。    “特朗普”级战列舰:2750亿美元的“黄金舰队”    《国会山报》的作者还提到了一个他没来得及展开说的“另一个证据”——特朗普痴迷的“特朗普”级战列舰。

o |         这种装备早在二战时期就已经注定被淘汰了,而且恰恰是终结于美军自己手中。    但特朗普不管这些。2025年12月,他高调宣布了“特朗普”级导弹战列舰计划,首舰命名为“无畏”号。    特朗普称该战列舰将是美国“最大、最快的战舰”,战斗力比现有舰艇“强大百倍”。        他计划建造15艘这样的战列舰,打造所谓的“黄金舰队”。美国国会预算办公室2026年8月发布的报告估算,整个项目可能需要在今后数十年间支出约2750亿美元。    首艘“特朗普”级战列舰的预估造价已经比原来至少高了50%。

p |     我的猜测是,特朗普对“战列舰”这个概念的理解,大概率还停留在中学历史课本的水平——大炮、巨舰、钢铁洪流,看起来威风凛凛就行。

q | 但现代海战早就不是巨舰大炮的对轰时代了。        航母战斗群、导弹驱逐舰、核潜艇、无人机才是海战的主角。一艘没有装甲、没有主炮的所谓“战列舰”,在今天的战场上就是一个巨大的活靶子。    更何况,这些所谓的“特朗普级”战列舰配备的电磁轨道炮、高超声速武器等系统,很多至今连研发都没完成。花2750亿美元造一堆中看不中用的摆设, 我的看法是,这不是强军,这是烧钱。        所有这些折腾,最终买单的是谁?是那些在海上漂泊的美国海军官兵。    《国会山报》的文章提到,“林肯”号航母已经部署了九个月,在海上航行超过200天,这是近代史上最长的一次海上连续部署。    这场漫长且未按计划进行的部署,直接源于特朗普对伊朗战争考虑不周。
